IPFS effect on OSI model

TCP/IP is an address based protocol while IPFS is content based , do you think if IPFS dominates it’ll effect the more fundamental protocols ? and even the way hardware and network devices are designed ?

IPFS is already being treated as protocol “ipfs://” and Brave Browser supports it:

It’s conceivable that in 10 or 15 years most of the world’s static documents will exist on some global blockchain, used world wide, and even maybe hardware acceleration type features on chips dedicated to assisting hash calculations.

ipfs like http is not a network level protocol , but you seem to be agree with me that if this becomes mainstream it will effect even the deeper levels of the OSI stack and may even effect the hardware and topology of the physical internet to optimize with it .
