Yes, but some parts of go-ipfs can use both HTTP (e.g., IPFS gateway) and DNS (e.g., dnslink entries).
Is IPFS currently being interfered with by the GFW? Hypothetically I don’t think there’s anything technically preventing the GFW operators from identifying connections using IPFS’ protocols and blocking them if they wanted to.
